Relations with India have always been and I am sure will be one of the most important foreign policy priorities of our country. Our mutual ties of friendship are filled with sympathy, and trust, and openness. And we must say frankly that they were never overshadowed by disagreements or conflict. This understanding - this is indeed the common heritage of our peoples. It is valued and cherished in our country, in Russia, and in India. And we are rightfully proud of so close, so close relations between our countries.— Dmitry Medvedev, about relations with India
It was the statement given by the prime minister of Russia Mr Dmitry Anatolyevich Medvedev recently when our prime minister Mr Manmohan Singh went to Russia.
Something to cherish! isn't it?
Ya, definitely it is, being in this modern world diplomacy, where the relationships and friendships are just being made to tickle out the self interest and one's own profit, such unbreakable and amiable bonding between the two leading International giants one being the largest country on the planet and other being the largest democracy in the world, really, have something to cherish!
In this modern world, after the 2nd world war, where the different blogs of nations were getting polarised according to thier needs and greeds readily keeping the relation, sentiments, freindiship on the stake of "utilisationism", there was building a very evident, chronic, fiducial and authentic bonding and the salient feature was that the two countries upholding such a bond had two opposite longitudes in their type of governance,
ie
One being the building block of communism - U.S.S.R and other being The world's largest democracy - India
This could happen because of Pt. Nehru's personal attraction towards Communism.
At that point of time who would have even imagined that this diplomatic alliance would be one of the most influential and important tie-up b/w the two emerging powerhouses of '21st' century.
After India got independence on 15th august 1947,
U.S.S.R supported india open-handedly, providing us with capital, technology and most importantly armed appliances in order to sustain a stablised and relatively stronger military (There is a clear evidence of Indian military being totally infuenced by that of Russian both in armature and technically).
It is being cognized that, they used to trade arms and equipments with us on a very nominal terms of pulses and cereals.
Further adding to it, they also agreed to trade in Rupees and not Ruble (U.S.S.R national currency) which was a way stronger and globally recognised currency at that time.
Such type of diplomatic measures were never seen before (for any kind of formal international relations).
In early 1960's some tactful agreements b/w the 2 nations also costed soviet union in minifying relations with China.

So, as we can clearly see soviet union helped us on every platform. It also used its global influence and world dominance to help us. it can also be stated that Industrialization in india could only be sustained through the help of soviets. Steel plants, energy reservoirs and related plants, BHEL, and our national space programs are the most prominent live examples of soviet viable help.
this way if we say that U.S.S.R had given enough illustrations of being an authentic friend,
then i think most of the Indians would agree to this fact...(as per the different surveys it is being recognised that the largest fraction of indian communtiy grants Russia to be the closest friend.)
But if we see the counter policy of india towards russia, is it equally biased towards their fellow country?

At that point of time, keeping in mind the support and conglobulance with soviets, one would have thought of india being openly supporting them at such an alarming situation.
But such a step was recognised as a major set back to the mutual diplomacy of the two nations by some diplomats.
Another outburst of the indian policy came after the fall of soviet union and when the direct successor of U.S.S.R, Russian federation reclaimed their debts given to india of about 3 thousand crore rupees (as they were fighting against vastly spread poverty and civil wars after their collapse),
India subsequently refused to repay their loan and asked if they can pay it in Ruble whose global value had a gigantic fall. Till this date India didn't pay thier debt.
All these incidents saw a relative decline in the relations of the two nations.
But, might be it referred to the strong roots of our friendship that it somehow endured by the passage of time and till now Russia is india's biggest strategical partner and biggest supplier of indian arms and equipments. Most of the Indian warloads are either made in Russia or made in India with the technical help of Russia.

But the only question arises among the leading diplomats is that after watching the past indian policy can Russia actually rely over India?
